Don't size by subscriber count, size by type of work. Collection shrinks if you automate it. Fault attending grows with the base and can't be automated. New connections track growth. In most networks the bulk of staff time goes to collection — the one part that automates. Shifting that time to fault response is what actually retains subscribers. Log where staff time goes for one month; the answer will be obvious.
